Job Description

Assistant Regional manager – Children’s Services (Manchester)

Responsible to: Regional Manager

Main purpose of the role

Reporting to the Regional Manager and assisting in ensuring that children’s residential services are maintained and delivered to the highest possible standard in line with the Children’s homes regulations and Cambian’s policies and procedure.

Ofsted registered Responsible individual and Designated safeguarding lead to specific homes allocated by the Regional manager.

Summary of duties and responsibilities:

Oversight of the region in the absence of the Regional manager, reporting to the Operations Manager.
Perform competently, in line with Ofsted guidance for a responsible individual, ensuring homes are compliant with the children’s homes regulations.
Robust safeguarding practices in line with Designated safeguarding lead responsibility.
Assist the Regional Manager in driving the improvements agenda for all residential children’s services in the regions portfolio and maintaining and promoting best practice.
Assisting the regional manager to deliver key KPI and budget targets set at the beginning of the financial year, with regular review against performance throughout.
Undertaking tasks set out by the regional manager in line with the region’s development plan around safeguarding, quality, occupancy, HR matters and supervision and appraisal of registered managers.
Supporting the Regional manager to meet the daily, weekly, monthly, quarterly and yearly objectives set out for the regional manager role.
Input and oversite into new developments, including ongoing support once open.
A sound knowledge of Ofsted, the Social care common inspection framework and how to support managers to deliver a service that aims to be outstanding.
Partnership working with both internal and external services in order to deliver quality outcomes in all areas of the business.

General

Maintain confidentiality and observe data protection and associated guidelines where appropriate.
Undertake any other duties consistent with the basic objectives of the post.

Personal attributes

Demonstrate leadership skills in driving quality and performance and influence Registered managers to improve services
Communicate with internal and external colleagues, building relationships in order to deliver continuous improvement and budget objectives.
Previous track record of managing a residential children’s home
Working knowledge of the legal framework, guidance and standards governing children’s homes
Integrity and balance when challenging areas of concern
Robust knowledge of safeguarding processes and their role in meeting these.

Qualification

Degree/Diploma in Social Work, Level 5 Diploma in Leadership for Health and Social care and Children and young people services or equivalent

Childcare legislation including 1989/2004/2009 Children Act

Ofsted guidelines including inspection framework

Ability to:

Plan, organise, direct and support staff

Establish and maintain high quality standards

Network effectively and work in partnership with others

Communicate effectively both in person and in writing

Work on own initiative to timescales

Adopt a solution focused approach to difficulties

Deliver to deadlines

Use numeric, mathematical and statistical skills effectively

Think clearly, analytically and strategically

Make effective use of IT resources

Good understanding of the looked after children sector

Experience

Experience of working to high quality standards on tight timescales requiring use of personal initiative and self-motivation

Previous experience as a Responsible Individual

Working knowledge of Ofsted benchmarking/grade descriptors

Experience of instilling a customer focus in an organisation

A minimum of 5 years in a leadership position

Safeguarding

Extensive knowledge and experience of Safeguarding policies and procedures
