Job Description

An amazing opportunity to work on one of the world's largest projects has become available. Our client is looking for a Construction Cost Estimator Manager EMEA, based in the project office in either Hersham, Surrey UK or The Hague in the Netherlands EU.

The role of Construction Cost Estimator Manager EMEA will ensure that the team & processes provide competitive cost estimates, and they are achieved during the bid phase of a project. Ongoing forecasting is maintained to allow correct decisions to be made during execution, in an effective way & within the time frame required.

Key Responsibilities include:

Generate Cost Estimates to the required class. This may cover all aspects of Construction activities, including Civil, Mechanical and E&I.

Support Procurement Contracting in the develop and writing of winning bidding and contracting strategies in support of the estimate development.

Ensuring accurate conversion of cost estimates to budgets.

Accurate recording of Basis of Estimate, and preparation of Bid Approval Slides relating to the Construction Estimate.

Produce updated Cost Estimates in line with new and updated input information. This may involve ongoing remeasures and discussions with Contractors.

Support Project and Design strategies related to the Construction by developing cost details for alternative strategies.

Act in the dual role of Quantity Surveyor as and when required.

Ensure final Costs and Quantities are understood at the end of the site phase, for comparison and continuous improvement.

Site and Office meetings with Contractors to clarify requirements in relation to costing and rate information.

Normalisation of rates between Contractor Bids to ensure correct decisions / selections are made.

Analysis, competitively assess & benchmark the bids & present to the execution team.

Resource & plan the departmental workload.

Compliance of the department's safety & training requirements.

Identify & implement new work processes, to improve the team's performance.

Identify & plan any new requirements that may be needed to support changes to the business areas requests.

Capture & record data for all aspects of the work processes & team, to provide effective reuse and beach marking.

About you:

The successful applicant will be a strong and effective manager with significant experience in construction, construction estimating, and quantity surveying gained from working on large projects. Be results oriented and must be able to understand impact of decisions and changes on construction costs. Exceptional IT skills and ability to use all aspects of Microsoft office with ease. You must be organised and able to communicate at all levels effectively. Bachelor's degree and any experience in the Oil & Gas industry is desirable.
