Grade: £50,466 – £60,330 (National Framework) or £55,484 – £65348 (London Framework – if you are London office based or homebased and live within the boundary of the M25)
Contracted Hours: Full time 37 hours per week

Aiming to modernise the technology we use to manage and analyse data; formalise the governance, processes and ways of working around data; drive new data culture, behaviours and skills to enable us to maximise the use of data and insight in our regulatory activity.

This role will lead on the definition and implementation of data governance strategy and policies and ensure that they are fit for purpose. You will work with governance bodies across CQC to facilitate and provide expertise and provide guidance and advice on implementation.

What you will bring…

Serving as a Data Governance Subject Matter Expert, you will support all Data and Insight team members by providing a data governance advisory service, as well as managing the best practice Data Governance processes. You will work across multi-functional teams to use data governance to safely and robustly drive value from the data CQC holds. You will also get to embed a culture of data empowerment by coaching others on governance and best practice and enabling people to confidently use data.

Accountabilities:

• Serve as a Data Governance Subject Matter Expert to support all Data & Insight team members.
• Work with Analytic Content and Insight Product teams as they develop new data assets to ensure that requirements and acceptance criteria contain data governance required activities, such as business metadata attribute descriptions, technical data dictionary and cataloguing, and compliance tagging/classifications.
• Provide data governance advisory services to the business, Data Owners, and Data Stewards, bringing deep knowledge of data governance to safely and robustly drive value from the data CQC holds.
• Embed a culture of data empowerment by coaching others on data governance best practices, and help author policies, standards, and processes, enabling people to confidently use data.
• Educate and provide knowledge transfer to business and technology team members, helping raise data literacy across CQC.
• Work as part of a network of colleagues across CQC contributing to the delivery of a successful records and information management policy and knowledge management approach.
• Support excellence in Insight Product development, by ensuring that features and story acceptance criteria align with Data Governance principles and standards.
• Help embed a culture of data empowerment by coaching others on Data Governance best practices, and help author policies, standards, and processes, enabling people to confidently use data.
• Drive and build relationships internally and externally.
• Assure that appropriate quality control and assurance is undertaken to ensure consistency, accuracy and relevance of unit outputs.
• Role model behaviours that drive efficiency and quality through continuous improvement and effective change to deliver the Data & Insight operating model.
• Ensure that the views of the public and people using services are in the design and delivery of Data & Insight services and products.
• Promote a strong data culture across CQC in line with the organisational data strategy.
• Role model inclusive behaviours in everyday interactions.
• Promote a culture of respect and fairness and understand personal responsibilities around delivering against CQC diversity and inclusion strategy.
• Demonstrate competence and support others to achieve behavioural excellence through our Success Profiles, ensuring yourself and those you work with are the best that they can be.
• Role model and support others to instil our values into everything that we do.

Essential Skills and Experience:

• Educated to degree level or have equivalent professional experience.
• Experience in implementing or maintaining a company-wide data governance program.
• Strong knowledge of current Data Governance standards (e.g. ISO 90001, GDPR, PCI, UKGC, Data Protection).
• Strong technical ability, experience of implementing data solutions.
• Experience of data architecture and modelling and improving how data is consumed.
• Strong knowledge of Data Management requirements based on best practices.
• Proficient in working with an Agile product-based approach.
• Excellent decision-making skills and sound judgement with minimal supervision and able to coach others to develop their decision-making skills.
• Proven experience in managing conflict and articulating coherent rationales for action.
• Proven ability to anticipate problems, know how to prevent them and understand how problems fit into the larger picture. Can also develop problem solving capabilities in others.
• Expert ability to manage stakeholder expectations and facilitate discussions across high risk and complexity or under constrained timescales.
• Expert understanding of relevant data sources, tools and systems including knowledge of how to influence senior stakeholders in data approaches.
• Proven ability to tailor communications in the most appropriate and compelling way for the audience (including large audiences) and have experience in leading others to do so.

Desirable

• Knowledge and understanding of the health and care sectors.
• Experience of data lineage/catalogue tools e.g. Semarchy, Collibra.
• Experience delivering or working with cloud-based data platforms.
