Grade: £50,466 (National Framework) or £55,484 (London Framework – if you are London office based or homebased and live within the boundary of the M25)
Contracted Hours: Full time 37 hours per week

We have an exciting opportunity for a Data Architect to define the overarching data architecture and associated data models and standards to help transform the organisation's use of data to drive even greater value and impact.

The role holder will support the overall data management strategy and will use good data design to improve data access and use, raise data quality and consistency, and help embed an organisational commitment to the proper governance and secure use of data.

What you will bring…

Educated to degree level or with equivalent professional experience, you'll have a strong record of strategic thinking, with strong overall perspective on business issues, events and activities, and an understanding of their wider implications and long-term impact.

As an excellent decision-maker with a proven ability to anticipate problems, you will be expected to build strong working relationships and be able to coach others to develop their decision-making skills.

Accountabilities:

• Develop and own the Enterprise Data Model, and associated detail data design artefacts to ensure a robust and integrated model for data across CQC.
• Define the architecture through a set of principles, patterns and standards that can be adopted by projects, applications and systems within CQC.
• Collaborate with partners across functions to ensure solutions adhere to architectural principles, best practice, and meet the desired outcomes of the customers.
• Work with Technical/Solution Architects to ensure that solutions are designed in accordance with the appropriate data architecture.
• Work with leadership within the Data & Insight and Digital functions to understand the data strategy and to explore tooling and options for the future.
• Work with colleagues across the organisation to define data strategies, standards and principles, and ensure that teams adhere to the standards set for the organisation.
• Lead the design and implementation of strategy, directing the evaluation of strategies and policies to ensure business requirements are met.
• Ensure the data tools, systems, processes and methods are best in class/best value for money and ensure any changes to tools and methods result in service improvement.
• Participate in Design Authorities to approve the vision for data and technical implementations.
• Recognise opportunities to re-use existing data flows, components and structures.
• Ensure architecture documentation is produced as per architecture standards and kept up to date at an appropriate level of detail.
• Adapt to change, keeping aware of opportunities for innovation with new tools, approaches, and uses of data.
• Produce the relevant papers for governance approvals as required.
• Contribute towards the evaluation of data products and projects and identify issues and priorities for future projects.
• Support creation of repeatable and reusable patterns, components and products for data ingest and management, working with engineering colleagues.
• Support compliance with the regulatory position surrounding data assets such as consumer privacy laws, data retention policies, outsourced data and specific government guidelines through good data design.
• Line manage the data modelling team, facilitating flexible deployment in accordance with unit priorities.
• Lead and facilitate multi-disciplinary teams from across the unit to deliver outcomes.
• Drive and build relationships internally and externally.
• Assure that appropriate quality control and assurance is undertaken to ensure consistency, accuracy and relevance of unit outputs.
• Role model behaviours that drive efficiency and quality through continuous improvement and effective change to deliver the Data & Insight operating model.
• Ensure that the views of the public and people using services are in the design and delivery of Data & Insight services and products.
• Promote a strong data culture across CQC in line with the organisational data strategy.
• Stay abreast of internal and external developments in data, policy and advances in digital analytics tools and data manipulation products, ensuring appropriate awareness within the team.
• Role model inclusive behaviours in everyday interactions.
• Promote a culture of respect and fairness and understand personal responsibilities around delivering against CQC diversity and inclusion strategy.
• Demonstrate competence and support others to achieve behavioural excellence through our Success Profiles (Grade A) ensuring yourself and those you work with are the best that they can be.

Essential Skills and Experience:

• Educated to degree level or have equivalent professional experience.
• Strong record of strategic thinking, with strong overall perspective on business issues, events and activities, and an understanding of their wider implications and long-term impact. This could include determining patterns, standards, policies, roadmaps and vision statements, with a focus on outcomes rather than solutions and activities.
• Significant experience working with business and technology stakeholders to translate business problems into data designs, creating optimal designs through iterative processes, aligning user needs with organisational objectives and system requirements. Experience in designing data architecture by dealing with problems that span the enterprise, working across all organisational subject areas.
• Good understanding of database theory, design, development, and industry best practices in relational, non-relational and NoSQL technologies
• Track record of conceptual, logical and physical data modelling, and understanding where to use different types of data models. Understand different tools and able to compare between different data models.
• Understand industry recognised data modelling patterns and standards.
• Experience in developing and setting data standards for an organisation.
• Knowledge of how to communicate the business benefit of data standards, championing and governing those standards across the organisation. Understand the standards within an organisation in the wider context of government.
• Experience in defining data governance practices and policies for the management and use of data, associated meta model, common business vocabulary, ontologies and taxonomies.
• Experience in designing and maintaining the appropriate metadata repositories to enable the organisation to understand their data assets.
• Experience setting up robust governance processes for keeping the repositories up to date.
• Experience with data remediation projects, from issue identification, through to remediate/resolution as it relates to specific regulatory, risk or operational issues.
• Experience in providing guidance for overall data management and quality.
• Extensive knowledge of Data Management principles and practices as defined in established frameworks and approaches (such as DAMA Data Management Association).
• Understanding of data governance and how it works in relation to other organisational governance structures.
• Experience of leading large-scale data processing functions in a complex organisation including strategic oversight of large datasets with complex data linkage components.
• Good understanding of issues surrounding storage and processing health and care data, especially information security elements.
• Excellent decision-making skills and sound judgement with minimal supervision and able to coach others to develop their decision-making skills.
• Proven experience in managing conflict and articulating coherent rationales for action.
• Proven ability to anticipate problems, know how to prevent them and understand how problems fit into the larger picture. Can also develop problem solving capabilities in others.
• Expert ability to manage stakeholder expectations and facilitate discussions across high risk and complexity or under constrained timescales.
• Expert understanding of relevant data sources, tools and systems including knowledge of how to influence senior stakeholders in data approaches.
• Proven ability to tailor communications in the most appropriate and compelling way for the audience (including large audiences) and have experience in leading others to do so.

Desirable Skills and Experience:

• Knowledge and understanding of the health and care sectors.
• Experience of TOGAF as an architectural framework.
• Demonstrable experience of working in multi-skilled, multi-disciplinary Agile delivery teams.
