Job Description

Our London based local authority client is in need of an Interim Fleet and Travel Plan Manager to undertake a review of the Council's fleet management arrangements and policies and establish an improved set of arrangements with improved coordination of the current devolved directorate responsibility model.

Key Purpose:

To lead on the management and oversight of all aspects relating to the council's vehicle fleet, leading the transition to the borough having a net zero fleet by 2030. The post-holder will provide both strategic advice and operational leadership on all fleet matters for the council, including insurance, maintenance, compliance with ULEZ and other transport law regulations, supplier management, and develop a plan transitioning to a net zero fleet – including purchase and disposal of all fleet assets.
To lead on the implementation and coordination of the council's new Corporate Travel Plan, which aims to improve internal services and facilities to encourage sustainable travel and increase staff awareness of future mode share targets and the need to urgently reach net zero carbon emissions from transport by 2030.Key Responsibilities:

To review existing council fleet arrangements and develop an improved, better coordinated fleet management function.
To provide oversight, management and monitoring of the full life cycle of vehicles owned and hired by the council – including purchase, disposal and ongoing maintenance (both routine and unplanned).
To establish and maintain effective legal and policy compliance practices across all service areas operating vehicles and fleet equipment, working with line management to ensure awareness of best practice and legislative requirements and undertaking audits/spot checks where necessary.
To work with various departments across the council, providing appropriate fleet and transport advice to the council's senior leadership and fleet users.Person Specifications:

An excellent knowledge and understanding of fleet management and corporate travel planning functions
Relevant experience in a fleet management, transport maintenance or other related service
Experience of working on projects which cut across different teams and services, bringing people together to achieve positive outcomes
