Job Description
One of our local authority clients are currently recruiting for a Strategic Lead FM. This is a temporary contract for 3 months with possible further extension based on budget and performance.
Main Purpose of Post/Job Summary
To offer strategic leadership, management and be accountable for the provision of the Service ensuring that it continually meets the expectations and requirements of the business. To ensure the Service is developed within budgets, ensuring agreed standards of outputs are achieved and the service provided is responsive and of high quality.
To develop and implement strategies, policies, and work practices to support an efficient and effective service that complies with corporate priorities, legal requirements, and commercial aspirations. To report to Directors' Board, committee meetings etc., as required, and implement decisions reached. To represent and promote the Council at local, regional, and national level working with other bodies to identify and adopt innovation and best practice. To deputise for the Director/ Assistant Director as required.
Duties and Responsibilities
* To establish a Strategic Facilities Management function, to enhance the effective and efficient delivery of the service. Including implementation of an Operational Property Model for the management of the Council’s portfolio.
* Manage the Facilities Management Team (including contractor and consultant support as required), with responsibility for setting targets, monitoring performance, and taking corrective action as necessary.
* Responsible for the development of the team’s operational procedures and strategies.
* Provide high level Facilities management service regarding all operational buildings for compliance and reactive maintenance together with other associated management functions.
* To be responsible and accountable for the supervision of performance development and motivation of the team.
* To hold monthly departmental meeting.
* To hold staff 1-2-1’s and PDR’s identifying relevant training needs required.
* Undergo recruitment and selection of new employees when required.
* Investigate complaints made concerning members of the team or delivery of service.
* Carryout disciplinary, grievances, in line with Thurrock Council’s policy.
* To set, review and manage the Operational Buildings budgets and have monthly meetings with Service Managers regarding expenditure.
* Take responsibility for reporting and managing year end processes and ensuring compliance with any financial/legal rules and regulations.
