Job Description
We are currently recruiting for a HR Policy Manager to work with Oxfordshire County Council. Reporting to the Head of HR Business Partnering and Advisory the post-holder will design and manage the Council’s HR policy framework, ensuring that all HR policies support the Council’s People Strategy, comply with employment law, promote leading employment practice, consistency of approach to people management, and are straightforward and easy to use.
Responsibilities:
* To establish and manage an HR Policy Stakeholder Group consisting of managers, employees, trade unions, and any other relevant stakeholders, to ensure that all HR policies are fit for purpose and effective in accordance with business requirements.
* To own the design and delivery of a new, user-friendly format for HR policies to ensure these are accessible and straightforward for managers and staff to use.
* To own and design supporting documentation, toolkits, guidance notes, template letters, frequently asked questions, etc.
* To take a flexible enabling approach to policy standards ensuring these are responsive to business needs, i.e. the driving approach should not be compliance with the legal minimum.
* To ensure that all HR policies are up-to-date and promote leading employment practice.
* To keep up-to-date with employment legislation and ensure any changes are incorporated into HR policies in good time, and communicated effectively throughout the organisation.
* To keep up-to-date with best practice in employment matters, including developing a real understanding of what other public and the private sector organisations are doing, and to take an innovative approach to policy design to ensure the Council is a leading employer.
* To advise on the interpretation and application of HR policies in line with the Council’s People Strategy and make amendments and updates to policies as required.
* To provide expert coaching/training as required to individuals/groups with respect to policy and legislative changes
* To actively participate and contribute to the wider HR and OD team sharing best practice and knowledge.
* To work closely with HR/OD and Communications colleagues to ensure that all HR policies and supporting toolkits are displayed in a user-friendly and innovative way on the Council’s intranet site.
* To take ownership of and manage all consultation processes with the trade unions, and other relevant stakeholders, in respect of new employment policies.
* To produce and present reports to senior management meetings, elected members, etc, as necessary to ensure that legislative changes, and new policy developments are fully understood and embedded.
Permanent position
Salary: £50,733 ( Negotiable dependent upon experience)
Location: Oxford, OX1 1ND with remote working
